Transition Guide: Trusted Workforce 2.0

By September 30, 2025, all federal agencies must enroll their Non-Sensitive Public Trust personnel into the next phase of the Trusted Workforce initiative. This transition marks a significant shift in how personnel security is managed across the federal government – and early preparation is critical.

What Is Trusted Workforce 2.0?

Trusted Workforce 2.0 (TW 2.0) is a government-wide initiative led by the Office of the Director of National Intelligence (ODNI) and the Defense Counterintelligence and Security Agency (DCSA). Its goal: to replace the legacy reinvestigation model with a continuous vetting framework.

Rather than reviewing employees every five years, TW 2.0 allows for real-time monitoring of trustworthiness, enabling faster response to emerging risks while reducing the cost and administrative burden of reinvestigations.

As of April 1, 2025, Chainbridge Solutions has successfully supported the enrollment of a significant amount of the non-sensitive public trust population.

Why the Change?

Agencies currently spend an average of $1000–$1500 per reinvestigation every 5 years. Under Trusted Workforce, the cost of continuous vetting drops to $6 per employee per month – a 60–75% cost reduction over five years, with improved security outcomes.

This modernized approach reduces cost and enhances national security by identifying potential issues as they arise, rather than waiting for the next reinvestigation cycle.

What’s Changing?

Legacy Process:

  • Full reinvestigation every 5 years
  • No regular or continuous checks of an individual’s background between investigations
  • Limited reporting requirements for Public Trust roles

Under Trusted Workforce 2.0:

  • Continuous vetting replaces periodic reinvestigations
  • A new eApp, which is the modernization of eOIP, is still required every 5 years
  • Agencies will receive Continuous Vetting Action Reports (CVARs) via NP2
  • Agencies are responsible for adjudicating flagged events
  • Personnel must be enrolled at onboarding and un-enrolled upon separation

Enrollment Readiness: What Agencies Need To Know

To enroll an employee in Trusted Workforce 2.0, agencies must ensure the following:

  • A current adjudicated background investigation recorded in DCSA’s Central Verification System (CVS)
  • Valid electronic fingerprints
  • A completed and submitted SF (Security Form) in NBIS eApp

On average, 10–15% of employees will require updated fingerprints or forms prior to enrollment.
